Starter issue?

Heyb guys. As some of you may know I've had an issue starting my '74 when cold. It would crank and crank, then fire. Warm, starts immediately.
I noticed upon cold start, engine turning is MUCH slower than when warm. After it cranks several times it speeds up a bit, then fires.
Is it possible the starter is weak, not turning engine fast enough? Just for giggles I used jumper cables from a known good battery attached to truck battery. Does the same, so I'm thinking battery isnt the problem.

Battery and starter checked fine. Considering replacing cables, see if that helps.
