You must be talking about the spring type...
First loosen all the 4 hood hinge screws common to the radiator support.
Remove the cotter pin and take out the pin holding the bracket on the right hand side. Close the hood about half way and release the spring from the notch on the right side, lift the hood, remove the screws and fish out the spring and remove hood.

"Knock 'er Loose" brand...
...penetrating lubricant might help if you've got rust/corrosion... (let it sit for a while after soaking.)
You might also find the assistence of a buddy helpful, just to hold and stabilize things while you try cranking on the screws harder...
Perhaps a new tool that more perfectly fits these particular fasteners, and gives better purchase...?
Good luck!

I used a socket and a phillips head bit. it may help so you can push down on the screw and crank it off.

Stubborn Screws
Stubborn screws can be persuaded with a handheld impact tool, you twist in the desired direction and whack it with a hammer, applying impact and torque at the same time, the impact also helps keep from stripping the screw head, these can be found at almost any parts store or mobile tool dealer. A good soaking of some penetrating oil before hand is most helpful, water washable flourescent dye penetrant works great, not so good on the paint though just a few drops, or "Kroil", mousemilk or anything else sold as a penetrating oil.

I sprayed back of the screws there with rust neutralizer. Which not only cleans the end of the threads so penetrating oil can make direct contact with the screw, but removes rust from it that undoubtedly has formed. Then hit it with PB B'laster, a few times a day for a day or two. Then I got a #3 phillips head socket and socket wrench. That way I can apply pressure onto head of screw so it won't strip while turning counter clockwise at the same time.
