Scalli's on the mark, the process is called vacuume metalization, and you can google for it or search the forum here for the couple other times I mentioned it cause I think I might have posted some links to services in those threads.
I've not heard any any real success using the Eastwood solutions for plastic, but its worth a shot if you've got the money to blow.
A piece the size of that emblem could be done for 20 or less if you shop around. THe bigger the piece hte more it is usually.
Surfaces not to be 'chromed' are usually masked with a painted on coating. Also the chromed/metalised part must be clear coated or the thin layer of aluminum will just rub right off. But all that's done by the service. Its pretty expensive equipment so I don't know how feasible it is for any of us to try setting up shop for ourselves.
Re:
injection molding... there's a couple guys in town that do this, I can ask for a ballpark figure for emblems and such if you like.
